Community
Literacy hubs

Recognizing that early literacy is one of the strongest predictors of long-term academic achievement and lifelong success, Valley of the Sun United Way established Community Literacy Hubs to provide children and families with evidence-based literacy support, educational resources, and family engagement opportunities. Through these community-centered hubs, United Way is helping ensure that every child has the opportunity to become a confident reader and successful learner.

THE SITUATION

Maricopa County is facing a significant literacy crisis. Fewer than half of third-grade students read at grade level, and literacy outcomes are even lower among economically disadvantaged students, with only 27% meeting proficiency benchmarks. Research has shown that students who struggle with reading by third grade are more likely to experience academic failure, disengagement from school, lower graduation rates, and reduced economic opportunities later in life. These challenges disproportionately affect underserved communities and contribute to persistent educational inequities. Without intervention, the consequences extend beyond individual students, impacting workforce development, economic growth, and community well-being.

OUR GOAL

The goal of the Community Literacy Hubs initiative is to improve third-grade reading proficiency throughout Maricopa County by providing a seamless continuum of literacy support for children and families. Specifically, United Way seeks to:

  • Sustain the three existing Community Literacy Hubs.
  • Expand family engagement opportunities and literacy resources.
  • Launch six additional hubs by 2030.
  • Reach an additional 2,050 families across Maricopa County.
  • Expand services to 18% of school districts in the county.
  • Increase third-grade reading proficiency by 25%.

Literacy Hub Case for Support
Valley of the Sun United Way’s Literacy Hubs address the urgent challenge that fewer than half of Maricopa County third graders are reading at grade level.
